Apule & Partners
Independent technology & engineering advisory

Technology and engineering consultants for facilities, plant and power.

We design the systems that keep facilities running: cooling, cold storage, processing plant and building services, together with the power that drives them. These are rarely separate problems: refrigeration and cooling are usually the largest loads on the bill, and specifying one without the other is how facilities end up expensive to run.

  • Vendor-neutral: we sell no plant, equipment or materials
  • Fixed fees agreed in writing before any work begins
  • Work prepared to the standard boards, lenders and auditors expect
About us

Independent engineering advice on the systems your facility depends on.

Apule & Partners is a technology and engineering consultancy working for businesses, developers, funders and public institutions. We design building services, cold chain and processing systems alongside the energy infrastructure that powers them, because specifying one without the other is how facilities end up expensive to run.

Our vision

To be the engineering advisor organisations in the region turn to first: independent, technically rigorous, and trusted to give the answer that serves the client rather than the supplier.

Our mission

To help our clients build and run facilities that perform reliably, cost what they should to operate, and are sound enough to be financed, certified and sustained.

01

Independence

We supply no plant, equipment or materials, and receive no commission from any manufacturer, installer or contractor, so our recommendations carry no commercial interest of our own.

02

Rigour

Designs, studies and models are built to the standard a board, lender, auditor or regulator will examine, because that is their intended audience.

03

Local knowledge

We design for the conditions work actually happens in: ambient temperatures, dust, humidity, unreliable supply, available spares and local contractor capability.

04

Clarity

Fixed scope, fixed fee, plain language. You know what you are getting and what it costs before anything starts.

Where we work

Practice areas

Four areas of building and process engineering, and four of energy. Most clients engage us across both, because cooling, cold storage and processing plant are precisely what drives an energy bill.

HVAC and building services

Cooling, ventilation and air conditioning sized for the climate and loads of the actual building rather than an imported assumption. In a commercial building it is usually the single largest load.

Air conditioning and ventilation design, heat load calculation, chillers and split systems, controls, indoor air quality.

Discuss this area

Cold storage and cold chain

Cold rooms, chillers and freezing systems for produce, fish, dairy, pharmaceuticals and horticulture, where a few degrees of drift destroys the product.

Cold room and refrigeration design, insulation and envelope, temperature monitoring, cold chain logistics, solar-hybrid refrigeration.

Discuss this area

Agro-processing and industrial plant

Processing lines for coffee, grain, dairy, oilseed and horticulture, from layout and throughput to steam, compressed air and effluent.

Process layout and throughput, milling and drying systems, steam and thermal plant, compressed air, water and effluent handling.

Discuss this area

Buildings, mechanical and electrical

The systems that make a building work: power distribution, plumbing, fire protection, lifts and standby supply, coordinated as one design.

Electrical distribution, standby generation, plumbing and drainage, fire detection and suppression, lifts, lighting design.

Discuss this area

Power generation and renewables

Solar, hydro and hybrid generation, from commercial rooftop systems to plants entering competitive procurement.

Solar PV, small hydro, hybrid systems, battery storage, generation yield modelling.

Discuss this area

Energy access

Getting power to where it is not yet present or reliable: the connections, the networks that carry it, and the off-grid systems that reach beyond them.

Electricity network and distribution assessment, load flow and reliability studies, technical and commercial loss analysis, grid connection studies, substation and corridor studies, network densification, mini-grids, solar home systems.

Discuss this area

Industrial energy and efficiency

Factories, hotels, hospitals and institutions seeking lower running costs and more reliable supply.

Energy audits, efficiency, captive solar, backup power, tariff and load management, solar water pumping.

Discuss this area

EV charging and emerging energy tech

Charging infrastructure, storage and clean cooking: the newer end of the market, where equipment and energy meet directly.

Charging and battery-swap siting, grid impact assessment, fleet electrification, storage systems, electric cooking.

Try it

What is your facility actually spending?

Cooling, refrigeration and processing plant are usually the largest items on an energy bill in this region, which is why we treat the equipment and the power as one problem. This gives a rough sense of what an audit tends to find. The real figure comes from measuring your site.

Energy cost estimator

For clients running a site or facility. An approximate range based on your monthly spend.

UGX
Indicative annual reduction
UGX 9.5M – 19.2M

An approximation only, derived from the range of savings an audit commonly identifies. Your actual figure depends on your load profile, tariff and equipment, which an audit establishes.

01

Strategy and advisory

Businesses, developers, institutions, government, funders

Independent advice at the point a decision is being made: what to build, what capacity is actually needed, what it should cost to run, and what the alternatives are. We give an honest answer rather than the one that generates more work for us.

Includes: options appraisal and concept design, capacity and technology selection, whole-life cost comparison, energy strategy, tariff and regulatory advice, and independent review of proposals you have received.

02

Research and technical studies

Facility owners, developers, investors, utilities, funders, government

Establishing what is actually true before money is committed: how existing plant and networks perform, what a facility would require, what a market will bear, and whether the numbers hold. Where the question is about a sector rather than a site, we research it properly rather than repeating what is already assumed.

Includes: energy audits and plant condition surveys, electricity network and distribution assessment, load flow, reliability and loss studies, grid connection studies, heat and cooling load assessment, throughput and demand studies, energy market and sector research, baseline and end-use surveys, resource assessment, policy and regulatory research, financial modelling, and feasibility reports prepared for boards and lenders.

03

Design and engineering

Facility owners, institutions, developers, contractors

Specifying systems in enough detail that they can be built, tendered competitively and held to a standard, sized against measured demand rather than a supplier's proposal.

Includes: HVAC and refrigeration design, cold room and process layout, electrical and mechanical services, solar and backup power design, distribution and network design, technical specifications, bills of quantity and tender documentation.

04

Procurement and construction supervision

Facility owners, developers, funders, programmes

Running competitive tenders and supervising the contractors who build, so that what was specified is what actually gets installed and commissioned.

Includes: tender management and bid evaluation, contractor selection, owner's engineer and site supervision, installation inspection, commissioning and performance testing, and snagging.

05

Transaction, finance and procurement

Developers, SMEs, investors, cooperatives

Preparing projects to raise money and to buy well. We build the financial case, assemble the documentation, and run procurement that gets genuine competition.

Includes: grant and results-based finance applications, business plans and financial models, contract and warranty review, supplier negotiation, and support through to financial close.

06

Assurance, compliance and impact

Boards, funders, operators, regulated facilities

Independent verification that plant performs as specified, that obligations are met, and that results claimed to funders or regulators can be substantiated.

Includes: performance verification and commissioning audit, food safety and cold chain compliance support, environmental and social impact assessment, carbon project structuring, and monitoring, reporting and verification.

07

Training and capacity building

Technicians, operators, facility teams, cooperatives, programme staff

Plant fails far more often from how it is run than from how it was built. We train the people who operate and maintain it, on their own equipment where possible, so the savings a design promises are still there in three years.

Includes: refrigeration and cold chain handling, HVAC operation and maintenance, energy management and metering, solar and backup system operation, agro-processing and post-harvest handling, electrical safety, and operator and maintenance manuals. Delivered on site, in-house or as short courses, with assessment and certificates of completion.

How we work

A clear path from first call to delivered work.

Work is scoped and priced before it begins. We do not work on open-ended retainers unless a client specifically asks for ongoing support.

STEP 01

Consultation, at no charge

A conversation about the site, recent bills and what has prompted the enquiry. If the work is not something we can do well, we will say so and, where possible, suggest who can.

STEP 02

Written proposal

A document setting out the scope, the deliverables, the timeline and a fixed fee. Nothing proceeds until it is approved.

STEP 03

Fieldwork and analysis

Site visits, measurement and modelling, followed by a written report prepared to the standard its intended audience requires.

STEP 04

Implementation support

We assist with tendering, funding applications and verification that work was carried out as specified, and remain available afterwards.

Why clients trust us

How we are paid, and what that means for the advice you get.

Our independence is structural rather than a matter of policy. The way the practice earns its income is set out plainly below.

Supplier-neutral by structure

We supply no plant, equipment or materials, and receive no referral fee from any manufacturer, installer or contractor. Our recommendations carry no commercial interest of ours.

Fixed fees, agreed in writing

Scope and price are settled before work begins. Where a scope genuinely changes, we raise it and agree it with you before proceeding.

Work prepared for scrutiny

Designs, studies and models are written to the standard a board, auditor, lender or regulator will examine, because that is their intended audience.

Frequently asked questions

Engineering and energy questions, answered plainly.

Straight answers to what clients ask most often. If your question is not here, ask us directly.

We work across two connected domains. On the engineering side: HVAC and building services, cold storage and cold chain, agro-processing and industrial plant, and building mechanical and electrical systems. On the energy side: power generation and renewables, grid connection and energy access, industrial energy and efficiency, and emerging areas such as EV charging and storage.

Across both we apply the same six capabilities: strategy and advisory, assessment and technical studies, design and engineering, procurement and construction supervision, transaction and finance, and assurance and compliance. Most clients engage us across both, because cooling, refrigeration and processing plant are what drives the energy bill in the first place.

Approximately thirty minutes, without charge or obligation. We ask about the site, recent bills and the reason for the enquiry, and give an honest assessment of whether meaningful savings are likely and what establishing them would involve.

Wherever the brief suits us. Cold chain, processing plant, building services and energy carry across borders with very little change, so distance is a question of logistics and cost rather than capability.

Travel and accommodation are quoted transparently within the fixed fee rather than added afterwards, and for a remote site we will say at the outset what the travel component costs and whether it is worth it. Tell us where the site is and we will tell you honestly whether we are the right people for it.

No. We design and specify, then help you tender the work so contractors bid against a defined technical standard, and we supervise the installation if you want us to.

We supply no plant or equipment and take no commission from any contractor or manufacturer. That separation removes any incentive for us to oversize a system or steer you toward a particular supplier.

Yes. Training is one of our seven service lines, and it is often the cheapest way to protect an investment that has already been made. We cover refrigeration and cold chain handling, HVAC operation and maintenance, energy management, solar and backup system operation, post-harvest handling and electrical safety.

Where we can, we train on your own plant rather than in a classroom, because operators retain far more when the equipment is the one they use daily. Courses can be run on site, at your premises as in-house sessions, or as short open courses, and we provide operator and maintenance manuals, assessment and certificates of completion.

Start with a conversation about your facility or your site.

The first consultation carries no fee and no obligation. You will leave it with an honest view of whether there is meaningful work to do.
